It is actually being systematically, with intent being SABOTAGED, destroyed, killed off... Instead of "crumbling" it is dying, not even 'on life support' because this administration 'pulled the plug' already. Neglect would have allowed it to be in much better situation now, similar to Trump's neglect in his first term had not killed off the CDC and other resources, they simply had not bothered with such proactive work and when Covid hit, Trump simply slow walked, or even obstructed ANY and all reporting of cases, and refused to take responsibility for any federal actions, shoving it onto the states. THAT was neglect.
Personally I see the motivation for the sabotage as being Putin's desire for the removal of the US as a credible presence on the world stage, and Trump doing whatever Putin wants, but hey, I am open to other theories that fit all the facts.
