Congress (which constitutionally holds the power to declare war) didn't authorize the attacks on Venezuela nor on Iran but they happened anyway. The threats against Greenland aren't just media headlines, they are Trump's own words and those of his immediate subordinates.

Actually, having heard many of his insane ideas while campaigning, I think he was likely planning these insane ideas all along. His actions tell me that Trump worked out a ‘plan’ with Putin and systematically tried to destroy everything that might slow him down.
