From the Southern Manifesto of 1956 to Project 2025: Project 2025 is a revitalization of racist arguments in existence since the 1950s, an updated recycling of racist policies.
In March 1956, several Southern Congressman presented and advanced what became to be known as the “Southern Manifesto,” as a defense of the doctrine of states’ rights and “separate but equal” racial segregation sandwiched around a denial that racial animosity existed in southern communities. It urged southerners to exhaust all “lawful means” to resist the “chaos and confusion” that would result from school desegregation.
They considered the 1954 Supreme Court decision in the Brown v. the Board of Education cases to be a clear abuse of judicial power, climaxing a trend in the Federal judiciary undertaking to legislate, in derogation of the authority of Congress, that encroached on the Tenth Amendment rights reserved to the States and the people.
To them this exercise of power by the Court was contrary to the Constitution, created chaos and confusion and destroyed “amicable” race relations they saw as normalized since the Civil War. To them, Brown planted hatred and suspicion where they perceived friendship and understanding. “With the gravest concern for the explosive and dangerous condition created by this decision and inflamed by outside meddlers: We reaffirm our reliance on the Constitution as the fundamental law of the land. We pledge ourselves to use all lawful means to bring about a reversal of this decision.”
Using Brown as an inflection point, racists played the long game - a long shame. Plans such as the dismantling the Department of Education did not begin with contemporary billionaires and conservative think tanks. The purported argument for “states’ rights” in education is as much about ideology as it is about historical resistance to federal intervention, particularly when that intervention sought to dismantle racial segregation.
The echoes of the Southern Manifesto’s in Project 2025 come as no surprise given the racist history of the Heritage Foundation, which spearheaded it. The organization is rooted in the mid-1970s movement to protect racially segregated schools, waging it’s first public battle against multicultural textbooks. The coalition that developed Project 2025 includes at least nine SPLC-designated hate and antigovernment groups, including Alliance Defending Freedom, Center for Immigration Studies, and Moms for Liberty. The original Southern Manifesto took aim at “outside meddlers” who sought racial justice. The new Southern Manifesto takes aim at “woke culture warriors.”

Stepping back: maybe MAGA in form and substance is the modern continuation of “The War Between The States,” as the CSA termed “The Civil War,” following the brief interregnum of Reconstruction between 1865-1877. Reconstruction was euthanized during the 1876 election, when Dixiecrats sold out fellow Dem. NY Gov. Tilden (who advocated for remediation of “The Gilded Age” corruption of Rep. Pres. Grant’s administration, which now has been replaced in kind by 47’s “Golden Age” Kleptocracy) in favor of Rep. OH Gov. Hayes who, to claim the throne of power, agreed to withdraw federal troops and restore enhanced States’ Rights” to the South. Judicial and extra-judicial (lynching) enforcement of the “Black Codes” during the ensuing Jim Crow era seemed to “normalize” the Dixiecrats, acting through politicians, White Citizens Councils and the KKK, while it further disenfranchised and dehumanized Black people. Relief finally came 100 years after the Civil War ended: the 1965 Voting Rights Act, now facing the death penalty by 6/9 SCOTUS reactionaries, if they kill Section 2 in Louisiana v. Callais.
