Ben - What Virginia is planning to do is great! I'm in Indiana and our only hope is if the Senate does not pass the redistricting. The House already has. That would mean all nine districts for Republicans and zero districts for the Dems. And that's on top of gerrymandering they've already done to get the Dem districts down to two. Disgusting.

I can well imagine the SCOTUS giving a pass to every red state drawing new maps (gerrymandering/rigging) to give Reps more seats.

But then finds an assortment of creative excuses to block blue states from doing exactly the same thing.
