As much as I distrust anything attached to the current administration, especially when it comes to making deals with Yosemite National Park lands, there are actually two areas within the park that have private owners with houses and in one case businesses that were grandfathered in to the parks foundation: Foresta and Yosemite West. My memory of the ownership rights is that the individual properties in these areas cannot be sold, but can be passed down through inheritance. Not sure of the current status.

Slight correction, the Valero refineries in the south can refine this stuff, they have been doing it for some time. Also, the CITGO brand was owned by Venezuela, the country was refining and selling this pudding-like crude. I am pretty sure they have 3 refineries, one in Illinois.
Illinois refineries are set up for Canadian heavy crude from Alberta. Heavy crude is like thick molasses. It doesn't run freely in a pipeline unless there are additives. And then those have to be removed. But the main point is this: if VZ crude was valuable, Exxon and all the rest would be all over it regardless of Maduro or anybody else. They would have cut a deal years ago. Fracking put VZ out of business. You can bet the regime's VZ play is to line Trump's pockets and to keep Qatar on side in the Gulf. Their piece of the action from VZ makes up for the loss of their LNG facilities' revenue because they were bombed. Or that might be the plan Trump is trying to sell them.

The private development likely to occur will almost certainly cause permanent, non-reversible damage.
