What does it mean when someone speaks about themselves in the third person?

They are weird. And in this case it is most likely an egotistical embellishment on "I'm in power, so deal with it!"

"...people who tend to be both hungry for power and desperate to prostrate themselves before the public to win our approval" will refer to themselves in the third person.
