However, since elections are decided by the electoral vote, not the popular vote, and Colorado isn't one of the battleground states, I question the validity of that reasoning. One wonders why the framers of Article 14 didn't include Section 5 in with Section 3, since Section 5 seems to somewhat (excuse me) trump Section 3.
