The transition protocols are laid down in law - but if trump and his team just ignore them - who is going to do what about it? take him to court? He's an expert in delaying tactics - and in two short months he'll be President.
Trump is the same as a kid in the supermarket screaming - he needs a good smack, but no one is in a position to give it to him. So he just carries on screaming - or helping himself to chocolates off the shelf, or runs riot through the produce aisle, knocking little old ladies off their feet as he goes.
