What about when new Congress is sworn in and Mike Johnson moves for a recess under a 'concurrent resolution', then to Senate for their decision for a recess. Is it true that if the Senate and Congress disagree on a recess concurrent resolution that it then goes to POTUS to break that disagreement as to a recess. I fear this is exactly what will happen...ultimately.

If I understand it correctly, it has to be unanimous in the house that moves for it, not just a majority ... Does it have to be Congress? or can the Senate move for a recess?
