Yes he is and she should file a lawsuit against him that addresses the arbitrariness of the actions taken against her State because of it. In the Supreme court decision in Village of Willowbrook v. Olech, 528 U.S. 562 (2000), The Supreme Court voted 9-0 on this one: "In a per curiam opinion, the Court held that Olech's allegations were sufficient to state a claim for relief under traditional equal protection analysis. "Our cases have recognized successful equal protection claims brought by a 'class of one,' where the plaintiff alleges that she has been intentionally treated differently from others similarly situated and that there is no rational basis for the difference in treatment," stated the unanimous, unsigned opinion. Trump is not allowed to arbitrarily go after anyone just because he does not like them. And the Supreme Court does have a way to address him when he ignores them. How Judges Can Hold Trump Admin Accountable For Defying Court Orders

We are all worried about the fact that the “t” ungovernment is just ignoring the judiciary, unless of course they want to use it against us. And the $64K question is how does the judiciary enforce their rulings when the DOJ is just as corrupt as the rest of the ungovernment?
